PARKERFIELD JANUARY 2008 NEWSLETTER

Newsletters - There were no newsletter eligible items in November or December, so we did not send a Newsletter. Itís good to have no problems or major concerns.

Cottonwood Roads Update - The project is totally completed, with the last check cut to GilmoreBell, the Bonding Company, on December 31st. After all of the numbers were crunched and the papers were shuffled, the city-at-large did not have to contribute to the project. In fact, $298.90 of leftovers from the Road Work Fund will be credited to the Bond & Interest Fund. Once again, many thanks to the Cottonwoods Committee (John Dziedzic, Kevin Myers, and Keith Stultz) for their work on the project. It ís done, except for 10 years of payments by the 16 property owners.

Cans Collection - Keep the cans coming. Drop them off next to the Mayor's mailbox. Thanks to those who do drop cans off. The two trips made to Ponca Iron, by Mara Lynne and Leroy Schmitz, have netted $336 for our Building Fund. Keep the cans coming.

What's Happening - We'll add a newsletter paragraph of notes of changes in our community. Resident Moved: Nina Gee, who was our Most Senior Resident, sold her home and moved to an Ark City retirement home. She will be missed. New Resident: Michael Walker, father of Mike Walker, who lives on Birch Avenue, bought the Gee home. Cleanup: Kyle Tilson has Ranger cleaning up his treed lot on Vine Avenue. Home moved: The vacant mobile home on Vine East of Robinsonís has been moved out of Parkerfield. New Resident: The vacant Vardy home on Vine Avenue has been purchased, is being repaired, but is not yet occupied.

City /Community Building - This will be discussed at the February Council Meeting. We only work one major project at a time. Since the Cottonwoods Road Project is done, we are ready to tackle a City/Community Building which has been discussed often over the last three years. Pam Moore, with the Legacy Foundation, will be at the February Council Meeting to discuss tax free handling of the project, so we should be able to have cash or land donations usable as a tax write-off by donors. We will also discuss what we want to build, and need all citizens input.

Help-Help for Land and funds - We need 1-2 acres of land for the City/Community Building, and funds to get started. We have set-aside $15,000 in this year's budget to begin the project. The $336 in can cash collected so far is just a start. We all would appreciate the donation of land, an offer of land at a low price, or cash donations.

Voter Registration - Earlier this month, the County Clerk issued new voters registration cards with incorrect addresses as "Arkansas City" and corrected the address to Parkerfield within a week. Karen Brooks, the County Clerk has assured me that all Cowley County Systems, including County Clerk, County Treasurer, and County Appraiser have most of our addresses as Parkerfield 67005.

City Addresses - All mail coming to Parkerfield from government entities such as Cowley County or the State of Kansas should arrive as Parkerfield, not Arkansas City. Please advise Mayor Mike of any mail which arrives as Arkansas City. We will follow up to ensure we are recognized as a City. We are currently working to assure all utilities, such as gas, electric, and cable, come as Parkerfield. As hard as we fought for independence, we cannot let our name be ignored.

Small bags or large, crushed or non-crushed, we'll take them all. $627 received so far. We may get to $1,000 this year and there's less trash on the roads.

Community Building - Building Committee still reviewing sites, buildings, and costs. We'll soon have a Special Newsletter and a Town Meeting to get the opinions and suggestions of our residents.

Community Bulletin Board - We have had little response to placing ads on the Community Bulletin Board at www.parkerfieldks.org. Trash Pickup - Waste Connections has advised that their monthly charges will increase 2.09% in July. Rate with a WCI cart goes from $11.45 to $11.68, no-cart and personal cart go from $9.45 to $9.64. These are reasonable rates. If you do not currently use Waste Connections Incorporated and want to start service, call them at 316-838-4920. Be sure to say Parkerfield, so you get our favorable rates.

Road Cleanup - We plan to have a pickup/cleanup sometime this fall when the vegetation goes dormant, to avoid lush poison ivy and snakes. We'll have the pickup and some socializing with the City providing a pizza and pop lunch for the workers. Waste connections will provide a dumpster with no delivery or pickup charges, just the dump charges.

On The Road - This is the Mayor's annual request for courtesy and safety with the walkers, runners, and bicycle riders who use our roads. Please extend your courtesy for those "slowpokes" that may be in your way when driving our streets. They have the same rights to the road as drivers and should be operating their leg power in a safe manner. Walkers and runners should walk into traffic, and bicycle riders should ride with traffic. Walkers and runners DO NOT have to get off the road for cars and bicycle riders have the legal right to be on the road. Thanks for your courtesy.

Meadowbrook Drive Signs - You may have noticed the new signs at the intersections of Meadowbrook Drive and Vine and Birch Avenues. They look great, but have a problem, being they say Meadowlark Lane. Correct signs will be installed shortly.

Address Changes - We are working to get mail sent correctly to Parkerfield, not Arkansas City, and to avoid paying the Ark City 1 cent (soon to be 1.5 or 2.0 cent) sales tax to our neighbor. A key is zip + 4 codes. Always use your zip + 4, especially when ordering on the internet. If you donít know your +4, look at your mail coming in. The Post office and most companies use the +4.

4-Wheelers - Use of 4-wheelers on the streets of Parkerfield is prohibited by Kansas Statutes. Not only is it unsafe, but you can be ticketed by the Sheriff if riding a 4-wheeler on our streets.

Arkalalah Parkerfield Visiting Queen - Candidates must be 17 before January 1, 2008, or a high school senior not over 20, enrolled in school, must not have been selected before, and must be unmarried. They must be a resident of Parkerfield or the surrounding unincorporated area. Contact Mayor Mike at 441-0717 if you have a candidate. The Council will select the Queen. Deadline to get an application and photo to Mayor Mike will be September 5th. Call if you have any questions.

2009 Taxes - Parkerfield has had the lowest ad valorem (property) taxes in Cowley, and continues to be frugal with your contributions. Each year, we have had a mil levy lower than the previous year, as a result of limiting spending and chasing funds owed us by the State and County. We have not had reserves to cover contingencies or the vagaries of municipal accounting. For 2009, we will set-aside cash-basis reserves for the Road Bond and to have a few dollars in the bank to cover unexpected. That will raise the mil levy from around 8.373 in 2008 to 9.307 in 2009, a .934 mil increase.

September Newsletter - We skipped September, as there was no news of consequence. October has some new stuff, but life in our small community is still quiet.

Arkalalah Parkerfield Visiting Queen - Megan Myers was selected as the 2008 Parkerfield Visiting Queen for Arkalalah.

Street Light - a new light has been installed at the intersection of 292nd Road and 91st Road. It makes the intersection much safer.

Absentee Ballots - If you will be out of town on Election Day, November 4th, you can request a mail ballot through the County Clerk's Office. CALL 441-4500 TO GET AN APPLICATION MAILED TO YOU. THE WEB SITE IS HARD TO FIND.

November Newsletter - We skipped November, as there was no news of consequence. However, December has some interesting stuff.

Cans Collection - Keep the cans coming. Drop them off next to the Mayorís mailbox. Crushed or non-crushed, weíll take them all. $932 received so far. We hoped to get up to $1,000 this year, but aluminum price per pound fell from $.82 to $.35, a bummer.

Community Building - We have a site available, just South of the Township Building, and are pulling the cost numbers together for a proposal in January or February.

April 2009 Election - The terms of Mayor Mike Bergagnini and Council Members Deuane Wells and Dorothy Tousley expire in May 2009. Anyone interested in running for these positions needs to file at the County Clerkís office before Noon January 27th.

Recycling - Waste Connections has made a proposal for recycling in Parkerfield. If Parkerfield decides to accept recycling, the activity will begin in February or March. Waste Connections will provide an additional, recycling only cart, for $3.75 per month. You can dump only the following in the Recycle Cart: cardboard, newspaper, magazines, junk mail, phone books, plastics #1-#7, steel cans, aluminum cans, and glass containers. They will pick up the Recycle Cart with another truck, every other trash pickup day, weigh the Cart, and give you a 'credit' for the weight of the recyclables. The credits can be used at Target and other store locations. he recycling will be done only for those who request inclusion. Go to www.recyclebank.com to look at the recycle program. I've requested Waste Connections send data to current customers. This is to be voluntary.

Parkerfield Signs - We've been negotiating with Arkansas City, Cowley County, and the Kansas Department of Transportation to get ìPARKERFIELD¦î signs on US166 and 292nd Road at Country Club Road (81st Road). So far, we expect Cowley County to install the signs at 292nd Road early next year, but US166 is taking a lot of bureaucracy fighting.

On the Map - The County Commission has agreed to have Parkerfield etched on the mural on the Courthouse North wall, with the other cities in Cowley County. I'll advise when it is there.
