PARKERFIELD DECEMBER 2006 NEWSLETTER

 

City Council Meeting - Thursday December 21st 7:00 PM at the Creswell Township Building.

Cottonwood Roads Update - The requests for bid should go out in December, contract should be let in January, and work on the drainage and roadbed should start in February. Weather conditions and the availability of contractors may change that plan though.

2007 April Elections - Three City Council Positions, those of Steve Livingston, Mara Lynne Schmitz, and David Brakebill, will expire next April. We need candidates to file for those offices. You must file at the Winfield County Clerk's Office before Noon on January 23rd to be on the ballot. The filing fee is $5.00. Contact the Mayor or a Council Member if you have a question.

New City Clerk - We will swear-in Deborah Firebaugh, as the Parkerfield City Clerk, at the December 21st Council Meeting. Deb is also currently the City Clerk for Atlanta and brings six years experience. Many thanks to Janet Kennedy, the present City Clerk for her skilled activity in the job.

New Treasurer - Teresa Stalnaker, who has provided us with excellent financial services, decided earlier this year to end her term. Mike Walker has agreed to assume the Treasurer position in January 2007. We do thank Teresa for her help over the last two years.

Ark City Invitation - Several weeks ago, Mayor Mike (Parkerfield) and Mayor Pat (Arkansas City) had a long, informal, meeting discussing relations between these adjoining cities. Pat advised that he had heard some Parkerfield citizens were unhappy with our city and would like to join Ark City. He offered, informally, to accept the termination of Parkerfield and merging into Ark City. He said Ark City would grandfather many things and phase-in taxes and fees. He also said that Ark City would not profit from the annexation but agrees that taxes and fees would significantly increase for those annexed. Mayor Mike advised the Parkerfield City Council in the December 7th Planning Meeting. The matter will be discussed at the December 21st City Council Meeting.

Cottonwood Roads Update - The Council is awaiting bid returns from contractors and expects to place a contract in late November. If the weather permits, the drainage and roadbed work will be done this year, and if chip/seal is done, rather than overlay, the surfacing may be accomplished in December. Bad weather may push the surfacing activity into next Spring.

Arkalalah Activity - We again used the Seitz Hummer in the Parade with City Officials and our Most Mature Resident, Mrs. Nina Gee. Thanks again to Marissa Pearl Taylor for representing Parkerfield as our Visiting Queen and to John and Julie Seitz for the use of their Hummer to carry our City officials and Most Mature Resident.

Cottonwood Roads Update - Smith & Oakes are completing field work and specifications and will request formal bids soon. If an acceptable bid is approved by the Council, work should start in early November.

Treasurer Replacement - We STILL need a replacement for the Treasurer. The job activity is simple and does not require an accounting background. Our Treasurer reconciles the checking account and provides an annual finance report. This is, at most, an hour a month. If you are interested, please contact Mike at 441-0717 or Teresa at 442-3142. HELP!!!

New Ordinances - Ordinance 2006-C003 to allow a non-resident City Clerk was approved and will be effective December 4th. Ordinance 2006-004 regulating the public right-of-ways was passed, published, and is effective.

Arkalalah - The Council selected Marissa Pearl Taylor as our 2006 Parkerfield Visiting Queen. She will be in the Parade.

Elections - Don't forget to vote on November 7th. For County Commissioner, incumbent Dick Bonfy is running against Judy Welch. For Creswell Township Clerk, incumbent Ed McGowan is running as a write-in, against Wayne Dodfrey, who will be on the ballot.

Cottonwood Roads Update - A petition to setup a Special Benefit District to improve the Cottonwood Meadows roads was approved by a majority of the affected property owners and the City Council. The 17 property owners in the Benefit District will bear the full cost of the road Improvements. Now we are waiting responses on bids and hope to get the road done this year.

City Clerk Replacement - Our new, part-time, professional City Clerk Deb Firebaugh is learning the Parkerfield ropes and preparing to take-over in November. We will have to pass a Charter Ordinance which authorizes a City Clerk who is not a city resident.

Taxes - Once again, we reduced our proposed mil rate. Listed below are 2006 and 2007 for Parkerfield, Creswell Township, and Ark City. 2007 for all is estimated, but close.

New Ordinances - At the September Council Meeting, the Council will act on an Ordinance to allow a non-resident City Clerk and an Ordinance regulating the public rights-of-way. The first is necessary, as we could not find a local experienced City Clerk, and the second is necessary for regulation of utilities. We are continuing to maintain the Parkerfield policy of having as few regulations as possible.

Venable Fire - Several weeks ago, the Venable home at 2925 East Birch in Parkerfield caught fire and was a total loss. Somehow, the fire was not reported in the Traveler, even though it was fought by the Ark City Fire Department. Brendon and Lacey Venable, with three kids under five, lost all of their possessions and were not covered by insurance. A group of Parkerfield residents, including a young but willing worker, Tressie Alcorn, assisted the Venables in tearing down the condemned structure and
disposing of the remains. The Red Cross and others have helped with clothing and furniture, but this young family could use financial help in setting up their home again. A fund has been set up at the Union State Bank, North Branch, 1329 North 1st Street to assist them. Any contribution dropped off or mailed to the bank will be appreciated.

Arkalalah Queen - For the third year, Parkerfield is eligible to send a Visiting Queen to the Arkalalah Pageant. We had a lovely Queen in 2004 and 2005. To be eligible, a girl must be 17 before January 1, 2006, or a high school senior not over 20 years of age, enrolled in school. She must not have been selected before, must be unmarried, and must be a resident of Parkerfield. If you have a candidate, please contact Mayor Mike at 441-0717, cell 441-8216, as soon as possible.

Elections - In November many state and county officials are coming up for re-election. Don't forget those who made Parkerfield possible and support them with your vote. If you are going to be out of town, or if you want vote sooner, you can call the County Clerk at 441-4500 to have an absentee ballot mailed to you.
