Cottonwood Roads Update - We expect the Engineer to get bids out in Jan and back in Feb.

2007 April Elections Reminder - Three City Council Positions, those of Steve Livingston, Mara Lynne Schmitz, and David Brakebill, expire next April. We need candidates to file for those offices. David and Mara Lynne plan to re-file. You must file at the Winfield County Clerk's Office before Noon on January 23rd to be on the ballot. The filing fee is $5.00. Contact the Mayor or a Council Member if you have any questions.

Ark City Invitation - At the December Council Meeting, we discussed an informal invitation from Arkansas City to voluntarily join them and dissolve Parkerfield. Discussion among the Council and Parkerfield citizens present indicated that there was no interest in joining with Arkansas City. During the last month, many citizens called either the Mayor or a Council member to advise that they did NOT want to join Arkansas City. NO citizen called to say he/she wanted to join Arkansas City.

Taxation - The 2006 tax levy for Parkerfield (with 3.825 for RFD #5 included) was 15.987. That for Arkansas City was 64.591. These mil rates do not include county, state, college, and school taxes, which are the same for Arkansas City and Parkerfield. As you can see, being in Ark City would significantly increase your property taxes. Note: the Parkerfield mil levy decreased from 2005 12.807 to 2006 12.152. However, your taxes may have increased or decreased as a result in a change of your property valuation, set by the Cowley County Appraiser, not Parkerfield.

Parkerfield Web Site - We are considering eliminating the web site www.parkerfieldks.org because most of its functions are accomplished by this newsletter and we have no-one to update and maintain the site. Please call the Mayor on 441-0717 if you have objections, comments, or are capable of and willing to update and maintain the site.

No-Smoking Ordinance - The County Health Department, along with the Cowley First organization, has requested Parkerfield to consider a No-Smoking Ordinance for the businesses in Parkerfield. After discussion, the Council decided to take no action on the request.

Franchise Fees and Sales Tax - Parkerfield has no City Sales Tax or Franchise Fees. Look at your utility bills, particularly if you moved here from Ark City, and be sure you are not being charged the Ark City franchise fees or the Ark City 1 cent sales tax. Ark City has 6.8% tax, Parkerfield 5.8%.

Cottonwood Roads Update - The City Council and Cottonwoods Road Committee reviewed and approved the bid request letter from Smith & Oakes on Thursday February 8th. Bids are due back March 8th. Progress is being made.

Parkerfield Web Site - Steve Jelf is working with the Mayor to make the Web Site more useful.

Cottonwood Roads Update - Bids are due back March 15th. A Council Session will be scheduled to review the bids and a contract should be let.

2007 April Elections - David Brakebill, Maralynn Schmitz, and Sheri Ramirez filed for the three City Council Positions which expire in April.
PLEASE GET OUT AND VOTE ON APRIL 3RD AT C-4 SCHOOL. The USD 470 School Board offices need your consideration.

Parkerfield Web Site - Steve Jelf is working with the Mayor to make the Web Site more useful. Some progress is already made. Take a look, and advise Steve or Mike if you have any suggestions.

RFD #5 Excessive Annual Fees - We have been notified that Arkansas City has proposed a fee of $229,000 for providing Fire Services to RFD #5 in
2008. That is a 43% increase from the $160,000 of 2007. They provided support, some rather questionable, to say that this would be the "Fair Share" for RFD #5 to pay. RFD #5 is exploring other options, including negotiating a much lower fee, and setting up a Fire Department (not volunteer).

Founders Day - We are looking at Saturday May 5th for our annual gathering. We'll provide more information as things firm-up.

Cottonwood Roads Update - Bids came back too high. Al Oakes is looking for a cheaper dirt vendor. We still hope to get the overlay project done this year for under $100,000.

2007 April Elections - David Brakebill and Maralynn Schmitz were re-elected and Sheri Ramirez was elected to fill Steve Livingston's vacated seat. Thanks again to Steve for his years of service to Parkerfield.

RFD #5 Ark City Contract Renewal - RFD #5 refused to renew the fire services contract with the Ark City Fire Department which they felt had an Extortive Rate. There was a lot of input from the RFD #5 residents, and most supported the RFD #5 Board with considering fire services from an independent contractor. The Arkansas City Administration refused to negotiate and many harsh words came from both sides of the issue. We assume the aggressive stance taken by the past Ark City Administration helped to cause the election of three more progressive Commissioners and expect the new Commissioners to negotiate. No matter what, you will have fire coverage next year.

Founders Day - We are looking at changing the date and format of our annual Founders Day celebration. More to come.

Cans Collection - Once again, aluminum cans are worth collecting, though there is no place to recycle them in the Ark City area. One of our Council members suggested we collect aluminum cans in Parkerfield and save the cash received for our future City Building/Community Center. We are requesting that our citizens save all empty aluminum beverage cans and either drop them off at the Mayor's house, call Mayor Mike at 441-0717 for a pickup, or call Council Member Mara Lynne Schmitz at 741-0515 for a pickup. We'll collect them, haul them to Ponca City for recycling, save the cash in a City Building Fund, and advise all as the fund grows. We do not expect to complete the building only with can money, and will discuss additional funding in the future.

PARKERFIELD APRIL 2007 NEWSLETTER #2

 

The Parkerfield City Council has been discussing with Waste Connections, the current trash pickup vendor, the possibility of Waste Connections having an exclusive contract for the City of Parkerfield. The Council will consider a Contract at the May 17 Council Meeting. If approved, the Contract will be effective on July 1, 2007 and will cover five years. Waste Connections will continue billing quarterly for the services. This Contract will mean that no other Commercial Vendor can pick up trash in Parkerfield. Residents can either sign-up (or continue) with Waste Connections or dispose of their own trash. Residents not using Waste Connections can burn trash or haul it to the dump, or whatever. WCI will not service 55-gallon drums.

Rates: With WCI Cart $11.45 per month
No cart $9.45 per month
With personal cart $9.45 per month

Rates will increase annually per CPI and if fuel or dump fees increase. This is the same for all other Waste Connections customers.

For the above rates, WCI will pick up one cart and 10 additional bags, boxes, or bundles of trash/twigs placed at the curb.

Presently, you are paying at least $61.23 per quarter without a WCI cart and 67.23 with a WCI cart.

New price per quarter with WCI cart: $11.45 x 3 + fuel surcharge of $2.92 = $37.27


New price per quarter with personal cart: $9.45 x 3 + fuel surcharge of $2.92 = $31.27


New price per quarter with no cart: $9.45 x 3 + fuel surcharge of $2.92 + $31.27

Attention Parkerfield Residents:

This week, the Cowley County Commission took contracting authority away from the RFD #5 Board. The Board had been negotiating with the Ark City Commission on a contract for fire protection, and now cannot negotiate further and cannot approve a contract.

Please come to a RFD #5 Board meeting at the Creswell Township Building Monday 7:00 PM to show your support for the Board and then on Tuesday go to the Cowley County Commission chambers at 9:00 AM to show the Commission that you continue to support the Board.

Cottonwood Roads Update - Dirt and overlay work will be done for under $100,000 and the total project cost will be under $125,000. A new petition for the project was circulated and the Project was approved by the City Council. Work on the first phase, drainage and roadbed, should begin within two weeks. The overlay activity may not be done for several months, depending on availability of the contractor. We will advise everyone when the work begins.

Founders Day - The date and format of our annual Founders Day celebration has changed. We plan a get-together in September which will be more of a family affair with less work and more fun.

Cans Collection -We requested that our citizens save empty aluminum beverage cans and drop them off at the Mayor's house by his mailbox. So far, we've accumulated four large garbage bags of crushed cans. This can be a good environment and cash activity. Thanks to all who have contributed.

Trash Pickup - All Parkerfield residents have been notified in several newsletters that the City Council is considering an exclusive contract with Waste Connections. We asked for resident input and have received only positive comments. If the contract is approved, quarterly rates will drop from about $69.00(with WC cart) to about $40.00 (with WC cart) and from $63.00 (without WC cart) to about $34.00 (without WC cart). The contract will be implemented in July with quarterly payment due in July. Waste Connections will perform the same services and will bill residents directly.

Zip Code - We will probably request the USPS for a Parkerfield Zip Code. There have been many problems with mail and package delivery and tax distributions caused by sharing the 67005 zip code with Arkansas City. A Parkerfield zip code will resolve many problems. This will not happen quickly, and we will advise all residents on what is happening.

Tax Distribution - We accomplished a thorough review of the CAMA system that lists all Real Property (land and buildings), Motor Vehicles (cars/trucks/motorcycles) and Personal Property (boats / trailers / ATV's / etc.) that should be registered in Parkerfield. Taxes on Motor Vehicles and Personal Property registered in Cowley County are the same, no matter which City or Township they are registered in. However, where they are registered determines to who receives the taxes collected. We want to be sure Parkerfield receives its taxes which are collected and we have worked with the County Treasurer, Appraiser, and Clerk to ensure that registrations and distributions are correct.

Database - In reviewing the CAMA data, we revised our City Database to include much information about our City. Some interesting items include:
Population 396 (since 2004 six residents have passed away), 160 residences(157 occupied), 11 empty lots, 235 acres agricultural and 293 acres residential, 528 acres total, $1.1 million land value - $16.5 million buildings value, total value $17.6 million.

Drivers License - Several residents advised that they were unable to have Parkerfield listed as their residence on their driver's license. That was an error by fill-in clerks at the License office. If you had that problem, contact the License Office for a free change to Parkerfield.

Your next bill may be odd, as billing is quarterly, there may be a mix of some months at the old rate and some at the new rate. New Rates are $36 plus change for residents without a WCI cart or $42 and change for residents with a WCI cart. Rates are higher if you have more than one WCI cart. Cottonwood Roads Update - Most of the dirt and ditch work is done. We expect APAC in late August or early September to do the Overlay. This has been an interesting and educational project.

Zip Code - The USPS will not give a unique zip code to Parkerfield. Therefore, to ensure our tax notices and other mail is correct, we will work with Cowley County to get their systems working correctly and will push the utilities to do theirs right.

Neighborhood Night Out - Celebrations were held at the Mitchell home on Vine Avenue and next to the Schneiders' on Eastridge Drive. Thanks to Judy and Danny Mitchell and the Eastridge residents who helped, especially Dorothy Milliron.

Cottonwood Roads Update - The drainage work is done, the road base is complete, and the rock is laid. Repair of the Meadowbrook/Birch North pad area will be done Saturday the 15th. The overlay contractor (APAC) is expected on 24-25 September, weather permitting. Cost will come in under the 125,000 Total Cost Projected. Assessment will begin with the taxes paid in December 2008. The cost will be borne by the 17 property owners benefiting from the work.

Founders Day - The Founders Day celebration won't be held this year. We will try earlier next year.

2008 Budget - We are late this year, as a result of the Cottonwoods Road Project. The 2008 Budget will be discussed and approved at the September Council Meeting. Once again, our mil levy will drop, this time from 8.45 to 8.42. Your taxes due may increase, if the value of your home increased.

Arkalalah 2007 Parkerfield Visiting Queen - We had three applicants this year, all good candidates. The Council selected Natalie Benton, daughter of Phillip and Gwen Benton, to represent our city.

Kids Caution - Last week Mayor Mike reviewed the Kansas website which shows the location of all registered sex offenders in Kansas. There are 56 in Cowley County, so be cautious with your children. The site is http://www.accesskansas.org/kbi/ro.shtml.

Cottonwood Roads Update - Done - We are waiting for the final bills, and will proceed to get the Bond in 2007. Thanks to Smith & Oakes, Salzman
Construction, and APAC for a good job. The residents have done a really nice job on grass in the ditches. Drive through to see a really nice road.
