January Newsletter - We skipped January, as there was no news of consequence.

Cans Collection - Keep the cans coming. Drop them off next to the Mayor's mailbox. Crushed or non-crushed, we'll take them all. $932 received through 2008.

Community Building - We have a site available, just South of the Township Building. We are pulling the cost numbers together for a proposal.

April 2009 Election - The terms of Mayor Mike Bergagnini and Council Members Deuane Wells and Dorothy Tousley expire in May 2009. Mayor Mike has filed for re-election. Deuane Wells, Doug Milliron, and Keith Stultz have filed for the two expiring Council positions. Weíll have a bio on each in one of the next Newsletters.

Recycling - Waste Connections has decided to not make the recycling program available for Parkerfield. There's not enough volume available.

Parkerfield Signs - We're still negotiating with Arkansas City, Cowley County, and the Kansas Department of Transportation to get PARKERFIELD signs on US166 and 292nd Road at Country Club Road (81st Road). Bureaucracy abounds.

On the Map - Parkerfield will be etched on the mural on the Courthouse North wall, with the other cities in Cowley County. I'll advise when it is there.

Firearms use - We recently had a problem with spooked horses as a result of firearms target practice in a field off Vine Avenue. Parkerfield does not have an Ordinance prohibiting firearms discharge within the City. Please be a good neighbor and use caution.

April 2009 Election - The terms of Mayor Mike Bergagnini and Council Members Deuane Wells and Dorothy Tousley expire May 2009. Election will be Tuesday April 7th, 7AM to 7 PM at the C4 School. Contact the County Clerk if you require an Absentee Ballot.

Bio - Mike Bergagnini, Mayor Candidate. Retired GE Customer Service Manager. MBA Embry-Riddle University. Previously worked for the USAF and several airlines. Twice elected Parkerfield Mayor. Hobbies include reading, enjoying many grandchildren, and bicycle riding. Mike, as one of the Founders, feels we need to maintain the identity of Parkerfield and to get more of our citizens involved in running the City.

Bio - Doug Milliron - Council Candidate. Instrument Tech for Honeywell in Wichita. Associate Degree from Colorado Mountain College and graduate of Spartan School of Aeronautics. Previously worked for John Morrell and Pike Construction. Proud of the two daughters he raised as both Mom and Dad. Hobbies include enjoying granddaughter Kierslynn, family time, bird hunting, fishing, and pool. Doug was a strong advocate of helping the area, which is now Parkerfield become a 3rd class city. He believes in people being able to continue to live their lifestyle in a rural-type area and will strive to keep the City of Parkerfield vibrant and financially healthy.

Bio - Keith Stultz - Council Candidate. Calibration Tech with GE at Strother. Graduate of ACHS and CCCC. Former long time employee of Total Petroleum. Was heavily involved in the activity to improve Meadowbrook Lane in Cottonwoods. Keith has always supported our independence.

Bio - Deuane Wells - Council Candidate. Owner of an Agricultural Employment Business. Graduate of Kansas State University and an avid Catbacker. Served on the Council since the formation of Parkerfield. Past Director of RWD #3 and graduate of Leadership Cowley County. Deuane is committed to keeping Parkerfield a strong and viable community and protecting the ideals of the Founders. He states "I think we have a special community in Parkerfield and it is up to all residents to do their part to make sure that we don't take it for granted."

Recycling - We are working with Waste Connections to start some sort of recycling program.

Vine Avenue Maintenance - Cowley County has owned and maintained this road, and will accomplish a spot repair and chip-seal activity in 2009. Parkerfield will assume maintenance responsibility in 2010.

Founders Day 2009 - Contrary to the opinions of a few, Parkerfield will be five years old on March 16th. A celebration will be planned for May or June, when the weather is better. Mayor Mike has DVD's of the 2004 Arkansas City Commission Annexation Hearing and the 2004 County Commission meeting considering formation of Parkerfield. Anyone who would like to look at interesting proceedings during the Formation Battle is welcome to borrow the DVD's. Call Mayor Mike at 441-0717.

Waste Connections - Waste Connections recently changed their pickup day, and should have notified all by mail. If you have problems with missed pickup, damaged containers or other problems or are not a current customer and want to initiate service, call them on the following numbers. Sales Taxes - Our sister city to the West recently raised their Sales Tax from 6.8% to 7.8%. The Parkerfield tax rate is 5.8% for items delivered to Parkerfield. The only exception is automobiles sold by a dealer in Kansas. For a car from a dealer, new or used, you pay the tax rate of the city where the dealer is located. For out of state sales, when you register the car with the County, be sure to insist on Parkerfieldís 5.8%. Also insist on the same for Internet buys where you pay sales tax.

April 2009 Election - Un-audited election results - Mayor Mike Bergagnini 69. Council Members Deuane Wells 56, Keith Stultz 51, and Doug Milliron 37. After audit by the County Commission, looks like Deuane and Keith will be the new Council Members. Thanks to Doug Milliron for placing his name in nomination.

Dorothy Thank-You - Thanks again to Dorothy Tousley, formerly Dorothy Milliron, for serving five years on the City Council. Her dedication and guidance have certainly helped us all.

Recycling - We are still working with Waste Connections to start some sort of recycling program.

Parkerfield Signs on 81st Road - working on.

On the Map - Awaiting the stonecutter getting the job done.

Founders Day 2009 - A free Founders Day Ice Cream Social will be held on Sunday June 28th to celebrate Parkerfieldís five years of existence. We'll make a presentation on the proposed Community Building and hope to have a fun, fattening gathering. A Special Newsletter will be distributed when the information is more complete.

Community Building ­ The great majority of residents responding to the postcards mailed requested we proceed with the building and to pay for it through a 5% franchise fee on gas and electric bills. The Council has decided to go ahead with the building, and has authorized issuance of $125,000 in bonds to complete the building. We have a 1.25 acre plot of land donated by Dick Gottlob at the intersection of Vine Avenue and 91st Road. We already have cleared weeds and excess trees and mowed the grass. Drive by to see it The bidding process is about to start, and dirt work should begin in late September to early October, with completion of the building late in 2009 or early in 2010. We'll advise as things happen.

Garage sales ­ Please pick up your garage sale signs after the sale is done. Decrepit signs and cardboard boxes look really sloppy. Thanks.

4-Wheelers & golf carts ­ We are currently reviewing the applicable laws to advise what can be driven on our roads. For sure, you can, and will, be prosecuted for cutting across someone's lawn or driving in an improper manner. Be nice to your neighbor, and safe.

Parkerfield Arkalalah Visiting Queen Needed!!

The City of Parkerfield will be selecting their ArkalaIah Visiting Queen on September 3rd and are in need of applicants!

Applicants must be female, 17 or a High School Senior under the age of 21; have a High School GPA of 2.5 or better; unmarried and have no child(ren); and be a resident of Parkerfield or the surrounding unincorporated area and not have been selected before.

Whoever is chosen as Parkerfield's Visiting Queen will receive a four semester tuition scholarship from Cowley County Community College, so long as she maintains a 3.0 GPA while attending Cowley.

This is an incredible opportunity. If you have a family member, neighbor, etc who meets these criteria please encourage her to contact Mayor Mike Berganini for an application! Again, our deadline is September 3rd as the City Council will be making their selection at the September 3rd 7:00pm planning session.

The Census Bureau has begun to gather census information, therefore take a moment to note the following advice from the Census Bureau: If a U.S. Census worker knocks on your door, they will have a badge, a handheld device, a Census Bureau canvas bag, and a confidentiality notice. Ask to see their identification and their badge before answering their questions. However, you should never invite anyone you don't know into your home.

** Census workers are currently only knocking on doors to verify address information. Do not give your Social Security number, credit card or banking information to anyone, even if they claim they need it for the U.S. Census. While the Census Bureau might ask for basic financial information, such as a salary range, the Census Bureau will not ask for Social Security, bank account, or credit card numbers nor will employees solicit donations.

Eventually, Census workers may contact you by telephone, mail, or in person at home. However, the Census Bureau will not contact you by Email, so be on the lookout for Email scams impersonating the Census.

Community Building ­ Requests for bids for the 11 elements of the building project went out in November and bids were returned in early December. We are reviewing some high elements and are working to get the cost under the projected $125,000. Work will not begin until next year.

Community Building Donations ­ We are working to complete the Community Building within our budget of $125,000, and expect to get the dirt work, septic, concrete, building, erection, plumbing, electric, HVAC, and office complex completed for under $125,000. However, there are additional items necessary to use the building as we intended. These include office furnishings, tables and chairs for the meeting bay, stove ­ refrigerator-kitchen stuff for the kitchen, and whatever small additional items will be required. We have already received over $3,000 in donations for these items. That's in addition to the generous donation of the land by the Gottlob family. If you would like to make a tax deductible donation toward the completion of the City/Community Building, contact Mayor Mike on 441-0717. To be counted against 2009 taxes, a 2009 donation must be received before the first of January.

Bad behavior ­ we have had a problem with high jinks by some of our younger residents. There have been several cases of knock on doors or windows and run, and also egging of a home. While we understand the 'fun' of these activities, there can be consequences. The names of several offenders are known, and the Sheriff will be contacted if more of these events occur.

Holiday Season ­ We wish all a Merry Christmas and a happy New Year.
